Well it's probably just how they made the game - if the fountains didn't glow how would the players find them in the dark?
As for the King, well, he glows because the game designers wanted him to. There doesn't seem to be any reason for people to need to find him in the dark, so I guess it was just for a visual thing, being able to see him fallen. |
